P\u016fvodn\u011b m\u011bla b\u00fdt zahrnuta do&nbsp;\u00dazemn\u00ed studie Komo\u0159any, kdy by bylo s&nbsp;jej\u00edmi budouc\u00edmi n\u00e1roky na vybavenost a&nbsp;infrastrukturu v&nbsp;okol\u00ed po\u010d\u00edt\u00e1no. Bohu\u017eel byla v&nbsp;roce 2017 na n\u00e1vrh zastupitele Bc. Franti\u0161ka Ad\u00e1mka z&nbsp;\u00fazemn\u00ed studie vy\u0148ata. V\u00fdsledkem je, \u017ee developer Rovensk\u00fd\/Rosen nyn\u00ed po\u017eaduje dal\u0161\u00ed zm\u011bnu \u00fazemn\u00edho pl\u00e1nu a&nbsp;nav\u00fd\u0161en\u00ed po\u010dtu podla\u017en\u00ed plochy, co\u017e bude m\u00edt za n\u00e1sledek v\u00fdrazn\u00fd n\u00e1r\u016fst budouc\u00edch obyvatel a&nbsp;t\u00edm negativn\u00ed vliv na okoln\u00ed infrastrukturu a&nbsp;zv\u00fd\u0161en\u00ed n\u00e1rok\u016f na vybavenost v&nbsp;Komo\u0159anech v\u010detn\u011b n\u00e1r\u016fstu dopravy.<\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p>Ke zm\u011bn\u00e1m \u00fazemn\u00edho pl\u00e1nu, sm\u011b\u0159uj\u00edc\u00edm k&nbsp;mo\u017enosti vyu\u017eit\u00ed \u00fazem\u00ed OB-C, pod\u00e1v\u00e1 n\u00e1\u0161 zastupitel Ing. Petr B\u011b\u0165\u00e1k d\u00edky va\u0161im podpis\u016fm n\u00e1mitku, z\u00e1rove\u0148 p\u0159edkl\u00e1d\u00e1me souvisej\u00edc\u00ed n\u00e1vrhy jedn\u00e1n\u00ed zastupitelstva M\u010c Praha 12 dne 15.&nbsp;listopadu 2023. O&nbsp;co v&nbsp;t\u00e9to z\u00e1le\u017eitosti jde?<\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p><strong>Na\u0161e n\u00e1mitky<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Pro navrhovanou zm\u011bnu nebyla ud\u011bl\u00e1na \u017e\u00e1dn\u00e1 \u00fazemn\u00ed studie, kter\u00e1 by prov\u011b\u0159ila dopady v\u00fdstavby na infrastrukturu v&nbsp;Komo\u0159anech. Na \u017e\u00e1dost pana zastupitele Bc. Franti\u0161ka Ad\u00e1mka (\u010cSSD) do\u0161lo dne 27.&nbsp;6.&nbsp;2017 k&nbsp;revokaci usnesen\u00ed Z-20-005-17, podle kter\u00e9ho se&nbsp;pro&nbsp;toto \u00fazem\u00ed m\u011bla ud\u011blat \u00fazemn\u00ed studie. Nev\u00edme tedy, jak\u00e9 dopady by m\u011bla tato v\u00fdstavba na kapacity infrastruktury Komo\u0159an (tlak vody hlavn\u011b v&nbsp;nejvy\u0161\u0161\u00edch patrech panel\u00e1k\u016f, plynu, kapacity \u0161kolek, dopravy atp.). PVS ve&nbsp;sv\u00e9m rozhodnut\u00ed uv\u00e1d\u00ed: <em>&#8222;Z&nbsp;d\u016fvodu mo\u017en\u00e9 nedostate\u010dn\u00e9 tlakov\u00e9 v\u00fd\u0161ky je nutn\u00e9 jednotliv\u00e9 mo\u017enosti napojen\u00ed na ve\u0159ejn\u00fd vodovod ov\u011b\u0159it studi\u00ed.&#8220;<\/em><\/li><li>Se zm\u011bnou nesouhlasili ani IPR, ani Rada hl.m. Prahy \u2013 viz dopis prim\u00e1torky zastupitelce M\u010c Prahy 12 z&nbsp;3.&nbsp;7.&nbsp;2018 \u010d.j. MHMP 1060206\/2018.<br>Zastupitelstvo MHMP schv\u00e1lilo tento n\u00e1vrh na z\u00e1klad\u011b po\u017eadavku Rady M\u010c Praha 12, kter\u00fd p\u0159ednesl radn\u00ed pan Bc. Franti\u0161ek Ad\u00e1mek \u2013 viz Z\u00e1pis ze 14.&nbsp;6.&nbsp;2018 tisk Z-6569.<\/li><li>N\u00e1vrh by m\u011bl vliv na dopravu v&nbsp;Komo\u0159anech ze dvou d\u016fvod\u016f:<ol style=\"list-style-type: lower-alpha;padding-left: 30px\"><li>S n\u00e1r\u016fstem obyvatel p\u0159ibudou i&nbsp;osobn\u00ed auta, kter\u00fdmi budou jezdit do&nbsp;centra<\/li><li>PVS tuto v\u00fdstavbu podmi\u0148uje dostavbou vodovodn\u00edho \u0159adu v&nbsp;ulici Komo\u0159ansk\u00e1. Tedy kv\u016fli tomuto projektu se&nbsp;n\u00e1m zopakuje situace, kterou nyn\u00ed za\u017e\u00edv\u00e1me u&nbsp;cukrovaru.<\/li><\/ol><\/li><li>Zv\u00fd\u0161en\u00ed hluku. V&nbsp;posouzen\u00ed Hodnocen\u00ed vliv\u016f na kvalitu ovzdu\u0161\u00ed Hodnocen\u00ed vliv\u016f na lidsk\u00e9 zdrav\u00ed, kter\u00e9 pro&nbsp;Z3111\/10 zpracovala firma ATEM \u2013 Ateli\u00e9r ekologick\u00fdch model\u016f, s. r. o&nbsp;v&nbsp;r. 2021, se&nbsp;uv\u00e1d\u00ed: <em>\u201cNejvy\u0161\u0161\u00ed celkov\u00e1 hladina hluku v&nbsp;denn\u00ed dobu je v&nbsp;\u00fazem\u00ed patrn\u00e1 pod\u00e9l Pra\u017esk\u00e9ho okruhu, a&nbsp;to nad hranic\u00ed 75 dB, pod\u00e9l Komo\u0159ansk\u00e9 lze zaznamenat hodnoty zejm\u00e9na mezi 65 a&nbsp;70 dB. V&nbsp;no\u010dn\u00ed dobu pod\u00e9l Komo\u0159ansk\u00e9 se&nbsp;nejvy\u0161\u0161\u00ed ekvivalentn\u00ed hladiny akustick\u00e9ho tlaku pohybuj\u00ed mezi 60 a&nbsp;65 dB\u201c.<\/em><br>To jsou hladiny hluku, kter\u00e9 ji\u017e nyn\u00ed p\u0159ekra\u010duj\u00ed povolen\u00e9 limity.<\/li><li>Praha by nem\u011bla platit za dobudov\u00e1n\u00ed vodovodu a&nbsp;kanalizace na tento projekt, proto\u017ee toto bylo ji\u017e zohledn\u011bno v&nbsp;prodejn\u00ed cen\u011b; v&nbsp;d\u016fvodov\u00e9 zpr\u00e1v\u011b k&nbsp;usnesen\u00ed Rady MHMP ze dne 14.2.2006 se&nbsp;p\u00ed\u0161e: <em>\u201eVzhledem k&nbsp;tomu, \u017ee p\u0159edm\u011btn\u00e9 pozemky nejsou vybaveny \u017e\u00e1dn\u00fdmi in\u017een\u00fdrsk\u00fdmi s\u00edt\u011bmi, navrhl p\u0159edkladatel materi\u00e1lu na z\u00e1klad\u011b doporu\u010den\u00ed majetkov\u00e9 komise RHMP v\u00edt\u011bzem v\u00fdb\u011brov\u00e9ho \u0159\u00edzen\u00ed ustanovit Ing. Tom\u00e1\u0161e Rosena a&nbsp;Anton\u00edna Rovensk\u00e9ho. Pozemky parc.\u010d. 748\/1, 750 a&nbsp;\u010d\u00e1st pozemku parc.\u010d. 751 o&nbsp;celkov\u00e9 v\u00fdm\u011b\u0159e 86.357 m2 \u00faplatn\u011b p\u0159ev\u00e9st za cenu 840,-K\u010d\/m2 , tj.&nbsp;za celkovou kupn\u00ed cenu ve&nbsp;v\u00fd\u0161i 72,539.880,- K\u010d.\u201c<\/em><br><\/li><\/ol>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p>N\u00e1vrhy p\u0159edkl\u00e1dan\u00e9 zastupitelstvu k&nbsp;projedn\u00e1n\u00ed 15.&nbsp;listopadu 2023:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>revokace (souhlasn\u00e9ho) usnesen\u00ed zastupitelstva M\u010c Praha 12 \u010d.&nbsp;Z-08-008-15 ze dne 13.&nbsp;10.&nbsp;2015,<\/strong><br>jeliko\u017e nedo\u0161lo k&nbsp;zlep\u0161en\u00ed dopravn\u00ed situace v&nbsp;Komo\u0159anech ani vybudov\u00e1n\u00ed infrastruktury, z\u00e1rove\u0148 byla tato oblast vyjmuta z&nbsp;\u00dazemn\u00ed studie Komo\u0159any (a&nbsp;nebyla zhotovena \u017e\u00e1dn\u00e1 studie dopad\u016f v\u00fdstavy nap\u0159.&nbsp;na dopravu \u010di&nbsp;tlakov\u00e9 pom\u011bry ve&nbsp;vodovodn\u00ed s\u00edti Komo\u0159an)<br><strong>a ulo\u017een\u00ed vypov\u011bzen\u00ed smlouvy o&nbsp;budouc\u00edm v\u011bcn\u00e9m a&nbsp;finan\u010dn\u00edm pln\u011bn\u00ed<\/strong>, kter\u00e1 byla schv\u00e1lena Usnesen\u00edm \u010d.&nbsp;R-034-035-15 ze dne 14.&nbsp;9.&nbsp;2015 z&nbsp;toho d\u016fvodu, \u017ee <strong>investor nesplnil podm\u00ednky, uveden\u00e9 v&nbsp;dodech 1.5 a\u017e 1.7 smlouvy<\/strong>.<br><a href=\"https:\/\/ladislav.pelcl.cz\/p12s\/Z3111_podnet_revokace_Z-08-008-15.pdf\" title=\"\">PDF n\u00e1vrh usnesen\u00ed<\/a> | <a href=\"https:\/\/ladislav.pelcl.cz\/p12s\/Z3111_podnet_revokace_Z-08-008-15_komplet.zip\" title=\"\">ZIP v\u010detn\u011b p\u0159\u00edloh<\/a><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>ulo\u017een\u00ed revokace (souhlasn\u00e9ho) usnesen\u00ed Rady M\u010c Praha 12 \u010d.&nbsp;R-109-025-17 ze dne 20.&nbsp;2.&nbsp;2017,<\/strong><br>jeliko\u017e k&nbsp;usnesen\u00ed nebylo pov\u011b\u0159en\u00ed zastupitelstva, na \u00fapravu \u00fazemn\u00edho pl\u00e1nu nebyla zpracov\u00e1na studie o&nbsp;dopadech na infrastrukturu Komo\u0159an a&nbsp;nebyla uzav\u0159ena smlouva o&nbsp;spolupr\u00e1ci<br><a href=\"https:\/\/ladislav.pelcl.cz\/p12s\/U1250_02_podnet_revokace_R-109-025-17.pdf\" title=\"\">PDF n\u00e1vrh usnesen\u00ed<\/a> | <a href=\"http:\/\/U1250_02_podnet_revokace_R-109-025-17_komplet.zip\" title=\"\">ZIP v\u010detn\u011b p\u0159\u00edloh<\/a><\/li><\/ul>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p>Budeme r\u00e1di, kdy\u017e n\u00e1s podpo\u0159\u00edte svou \u00fa\u010dast\u00ed na zastupitelstvu a&nbsp;d\u00e1te najevo sv\u016fj n\u00e1zor.<\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p>Za PRAHA 12 SOB\u011a<br>Ladislav Pelcl<br><\/p>\n","protected":false},"excerpt":{"rendered":"<p>U pl\u00e1novan\u00e9ho sjezdu z&nbsp;Pra\u017esk\u00e9ho okruhu sm\u011brem na Komo\u0159any a&nbsp;Zbraslav je pl\u00e1novan\u00e1 developersk\u00e1 v\u00fdstavba.
